Jhankar Rawal was born on March 17, 1958 in Oli Gaun, ward no. 8 in Achham. He is the son of Jhapat Bahadur Rawal and Muna Devi Rawal. A father of three sons, Rawal has passed I.A. from the Tribhuvan University. He is contesting from Achham-2 in the CA Election 2013 representing UCPN-Maoist.

Rawal became an organized member of the then CPN (ML) in 1979 and is credited for being one of the founders of communist movement in Achham. He then worked as the undersecretary of the CPN-UML's district committee. After the vertical split in the UML, Rawal joined CPN (ML) and held the position of the party's National Representative Council until 2000. In the parliamentary election of 1999, Rawal contested in the election representing CPN (ML) and received 8,500 votes.

He became the secretary of the Nepal National Guardians Association in 2000. He then joined CPN (Maoist) and currently is a member of the Seti-Mahakali State Committee Secretariat of the UCPN-Maoist.
