General Secretary of Rastriya Jana Morcha Shanta Bahadur Nepali  was born on July 23, 1954 in Bhujunge , Khanchikot-2 of Arghakhanchi to Moti Lal and Shanta Kumari Nepali. Inspired by his teachers Gangadhar Ghimire and Netra Lal Abhagi, he started his political life in 1969. He took membership of Communist Party when he was in 9th grade.

Nepali, Master’s in Sociology from Kanpur University India, motivated Nepalese workers, residing there, to  involve  in the politics during his study period in India.

He terminated eleven years teaching profession in 1983 and took full time membership of CPN-Masal, mother party of Rastriya Janamorcha. Prior to General Secretary, he took responsibility of the central member and central vice chairman.

Nepali, the founding coordinator of Jatiya Samata Samaj, the organization of Dalit community founded in 1987, was the CA member in the first Constituent Assembly Election of 2008 from proportional representation.

Nepali, known to be a simple leader, was with Committee on State Restructuring and Distribution of State Power , Committee for International Relations and Human Rights and Security Special Committee  in the previous   CA.
