A district member of UCPN-Maoist, Gopal Chhetri Katwal was born on October 3, 1958 in Bijaykhark-2 of Khotang to Karna Bahadur and Tulasi Maya Katwal. Before plunging into politics from then CPN-Marxist in 1983, he served as a ward chief at Khotang for three years. During panchayat era, he worked for CPN-Marxist as a member at Intellectual Association. But his active political life began only in 1989.

After the merger of the party, Katwal served from village level committee of CPN-UML and switched to CPN-Maoist in 1997. He served as a ward chief in 1997, representing CPN-UML. Currently he is serving as a district member of the party, after bearing various responsibilities at various levels.

Katwal, a Morang coordinator of National Human Rights Concern Centre, remained in a jail for two months.
