Bharat Kumar Shah was born on July 23, 1954 in Khalanga, Salyan. He is the son of Lok bahadur Shah and Tara Shah. He has two sons and holds a Master's Degree from Management Faculty. He is contesting from Rupandehi-5 in the CA Election 2013 representing Nepali Congress.

Shah joined NC's sister organization NSU in 1971 to begin his political career. Currently he is NC's Mahasamiti member. He was elected as MP from Rupandehi's then constituency no. 4 in the legislative election of 1999. Shah was appointed as State Minister for Finance in 2002/03. 

He has also served as Rupandehi District Development Committee member. Involved in business in Bhairahawa, Shah is the operator of Siddhartha Cardboard Industry-Bhairahawa, Lumbini Pulp Valve and Siddhartha Drinking Water Industries.
